【摘要】:Thistechnicalreport(TR)analysesrequirementsforauniversalPre-PayaccountsystemforEFCincludingthefollowingissues:?relationstootherexistingstandardsinthisdomain;?thecorerequirementsandfunctionalitythatmustbeprovided.Thistechnicalreportwillshowananalysisoftherequirementsforauniversalprepaysystemandcategorisepossibledifferenttypesofpre-paysolutions,intermsoffunctionality,technicalandlegalconsiderations.Asfaraslegalrequirementsareconcerneditwillbeclarifiedwhetherthepre-paymentmeansfallwithinthescopeofEuropeanDirective2000/46/EConthetakingup,pursuitofandprudentialsupervisionofthebusinessofelectronicmoneyinstitutionsandwhetherthemedium-issuingorganisationhastoactasafinancialinstitutionandfallswithinthescopeofthePaymentServiceDirective2007/64/EC.Thelatterapplyingexactlytopaymentactivitiesundertakenbyentitiesbutdonotrequireafullbanklicense.Thetechnicalreportwilldescribethecurrentstate-of-affairsofEFCpre-paymentsystems,includingthedemandforstandardsandinventoryofprovisionsprovidedbystandards.Itwillidentifyandprioritizegapsintermsofstandardsorotherenablersneededinorderforthemarkettoprovideviablepre-paymentsolutionsinaEuropeancontext.TherearetwogeneralapproachestorepresentthecontentoftheTR:a)allocateeachrequirementundereachpre-paysolution;b)allocateeachpre-paysolutionundereachrequirement.Toachieveabetterunderstandingandreadabilityalternativea)hasbeendecided(thisreferstoClause8andClause9only).TheTRdoesnotgiveanydecisiononhoworwhetheroneofthepre-paymentsolutionsdescribediscommerciallyfeasibletobeconsideredasanimplementableoffertotheServiceUser.ThereturnforinvestforanyTSPregardingthesystemarchitecturerequirementsandotherobligations(refundingofSU)isquestionable.ThisTRjustgivesasummaryoftherequirementsofpossiblepre-paysolutions.Itisuptodecisionmakerstoevaluatethealternativesinthelightoftheirindividualpreconditionsoftheirtollingregimeandofmarketacceptance.

【摘要】:ThisPartofthisEuropeanStandardspecifiesaconciseprocedureforconductingthermalperformancetests,usingtheindirect(losses)procedureforboilersforsteamorhotwater.Testresultsarebasedoneitherthegrossornetcalorificvalueofthefuel.Thisconciseprocedureprovidesaconvenientmeansforassessingboilerswhicharethermodynamicallysimple,i.e.havingasinglemajorsourceofheatinputandasimplecircuitforwater,steamorhightemperatureheattrans-ferfluid.NOTE1Theuseofthedirectmethodisnotadvocated,becausetheestimatedmeasuringerroristhreetofourtimesgreaterthanwiththeindirectmethod.NOTE2Anacceptancetestmayberequired:a)afterthecommissioningofnewplantoraftertherecommissioningofmodifiedplantinordertoverifycompliancewithaspecificationorcontractualobligation;b)whenevertheuserwishestodeterminethecurrentperformanceoftheplanteitheronaroutinebasisorduetochangeofloadorotheroperatingconditionsorwhenachangeoffueloramodificationtotheplantisbeingconsidered;c)whenevertheuserwishestocheckcombustionconditions.RegulartestsinaccordancewiththisEuropeanStandardwillenableboilerplanttobemonitoredinnormaloperationforopti-mumefficiencyintheinterestsoffuelconservation.Thisproceduredoesnotcovercondensingboilers.Theapplicationofboilers,whereheatisextractedfromwastegasesisspecifiedinannexB.
